Quoted fields may contain commas, escaped quotes (“”), and line breaks, and their values stay as text instead of being converted to numbers or booleans. An opening quote must be the first character of a field. Whitespace-only lines are skipped; a UTF-8 BOM and CRLF line endings outside quotes are handled. Row-width mismatches are reported instead of guessed.
